When Cebu appointed businesswoman Armi Lopez Garcia as the honorary consul of the Russian Federations, the fashion industry had yet to shout, “Schaibu, Schaibu!”

Armi Garcia institutionalized Cebu Fashion Accessories Manufacturers and Exporters (FAME) and founded costume jewelry exporter Pan Arts Corp.. Her husband, Jesus “Sonny Garcia” Jr. was Philippines transportation and communication secretary.

Russians are not the only ones hailing their good fortune over the islands since fashionistas are elated at the onset of foreign investments that naturally cater to their luxury: accessories!
